Why would you say the art was bad it had everything an anime needed which is bright colors, good outlines and it is not to natural how could you give it a c- for art How

Probably because this is a review of the manga version, not the anime. The only color is on the cover and a couple of beginning pages. The art is serviceable but nothing special.
