0% especially if it contains social commentary that's similar to how it happens in the US and Europe. Although if the manga goes that route, it would be more interesting to read.

Depending on how Amo goes about it, this manga could either be brilliant or tasteless considering the landscape of crime in the western world...
...doubt this is getting a western release any time soon. At least, I would be surprised.

None. Because of the subject matter. If mere possession of Death Note notebooks tend to cause not so nice incidents in certain locations, I'd hate to know what this would entail...

I'll keep an eye out for this one; if it turns out well there's a chance it'll see a release stateside, and I'm a big fan of Pyshco-Pass's first season and film so that's could be pretty good.
