I actually bought this "movie" out of a whim since I'm pretty much a sucker for cute girls with badass powers.
I took this viewing to a similar approach when I first watched the X/1999 the movie (where at that time I didn't even know anything about the manga). It pretty much an eye-candy OVA of which I definetely enjoyed (might make good AMV footage  ). But yea, I wholeheartly agree about the character development; like the X/1999 movie, it was pretty much nonexistant.
