I believe so. Especially considering what happens in said arc. So the movie occurs between Season 2 and Season 3.

So if it comes to theaters in August, then how long will it take for it to be on DVD? Because if it's too long, I'm prepared to watch a bad shaky phone recorded version of the movie

Hero Academia resonates with people more than Fairy Tail, so I doubt it will do poorly. But anything can happen.

Not entirely true. It's technically possible the movie takes place in the very early stages of the arc before the dramatic events start up. Before the villains attack and everyone is just training, there's a little while during that period it could take place.
I only lean towards this more because it specifies that it takes place during the Forest Training arc and not explicitly before it.

An original character that is not from the manga. If it takes place "overseas", she might be from where the movie takes place, which would make sense.
