I would like to think Star Twinkle Precure getting a 4.1 rating was thanks to Lala's full introduction. Also her transformation sequence to Cure Milky was freakin' awesome and really set the bar high for the next ones.

I can't understand the One Piece rating decline during a major arc's climax.

Don't remember it even happening even in unbearably slow arcs like Dressrossa.
