Oh, that was because back at time of the announcement they tried to pull the story without the MC and with the new OC (that still looked like Djeeta clone), cause they thought they are only exists as self-insert avatars - but they scrapped that idea and changed the story way back in 2015 cause the fanbase accepted and treat Gran/Djeeta as separate characters of the game (like Gudao/Gudako/Ritsuka for FGO).

Well, they went from outsourcing most of the work to Platinum to doing everything themselves. Aside from that, the director said the scope became "more massive" and they "don't want to compromise on quality."

Platinum Games, which initially was in charge of project, was thrown out in 2019 (presumably because of screwing out the schedules while doing too much contracted projects at the same time - which they ironically still do even with the small-scaled games like Sol Cresta), and then Cygames remade the game from scratch with their own in-house development team. Plus COVID happened, which moved the development even further.

I believe they still kept Platinum's Framework and just expanded upon it from there.

Most likely not - because back in 2020 game was still considered being in alpha state, and the new featured gameplay demonstrations were made only in couple of months by Cygames Osaka team before they shown it to the audience - and by current time game made to the final stages of development, only in last year. So it can be sign of only two things - the scheduling of first years were really poor and the active development of the game not started before late 2019, right after Platinum left, or they indeed remade a whole game from a scratch behind the scenes from that time.
What they sure kept is the models and animations that are still presented in this trailer, but that was the work by the internal studios of Cygames like CyDesignation from the very beginning.
