Not really, manga like this, about street punks and yakuza (and any combination thereof) have been around for literally decades, in all sorts of genres, and there's quite a lot of them. "Yankee manga" (manga about small-time teenage street criminals, usually coming with a particular art/storytelling style) is even kind of its own genre, despite how yankees themselves have pretty much gone the way of the dinosaurs. It's just that they're rarely ever reported on in western media, I suppose because they don't really resonate with western anime/manga fans and nobody cares about them and they're rarely ever adapted into anime.

I don't have time to read the entire article now, but if it only talks about anime, then yes, there's very few. Manga, though? A whole lot, ranging from the abovementioned "yankee manga" and general crime stories, to idealized/fantasy yakuza and chinpira themed stories, right down to romances ("everyday girl becomes yakuza bride" type stories seem to be fairly popular nowadays), TL and BL. And then there's more out-there stuff like Sousei yuugi... Very Happy
