Good God this has been done to death; Otoboku comes to mind and at like five other titles if you include reverse harem with females pretending to be boys.

Instead of this, I'd rather see an anime based on the manga Pretty Face when it comes to 'guys as girls'. I constantly split a gut laughing and at only 6 volumes it doesn't overstay it's welcome. A minor comedy classic!
