The rumor goes it comes down to the inability to license the horses for the video game version of the franchise...

I have my doubts about this given its a gaming company that has branched into anime and other medium so when they licensed them they would have had a game clause in there too.

There has been an awful lot of movement in Cygames. Some of it is kind of weird. In general though, Cygames is starting to give me a Disney feel, and I hope they're not getting greedier.

Which one part of it is weird?

The contract closure with Platinum Games about Relink, which was done because PG right now also completely booked with FIVE different games, and none of their work was actually lost in the process?

The movement of Kenichiro Takaki to Cygames, because Marvelous acted spineless with the unwritten Sony puritan rules about censorship?

And with Ishihara case, he says that he decided to leave his work when he is still sure about the franchise being in good condition for the future. We don't know what was the case (and maybe he just decided to quit because of health, family conditions or something he doesn't want to talk about besides his work with Cygames) - but it doesn't seem like he's gone with a bad situation like Hajime Tabata or Hideo Baba from Square Enix.

I heard something similar but that it came down to the fact that many of these horses owners had already signed away their rights for a game, but not anime, etc. So while the owners could sign away rights to create the anime/manga/whatever, Cygames had to deal with another game company on the rights for games. You would think something like that would come to light in due diligence before trying to make a franchise.

By the way, for a so-so anime on the surface, when you dig a little into the stories of the horses, it becomes much better. All the little touches about various quirks with each particular horse and horses in general really comes through.
