DOG SIGNAL is NHK which seems to be fickle about licensing shows, see; Ao no Orchestra.

From what I've seen, still nobody picked up Million Live. I mean, I have a hunch it will disappoint after these years, almost a decade of waiting - especially since it's not going to be part of the Idolmaster anime canon from my knowledge - but it would still be nice if at the very least they would make it legally available.
