Basically if I understand this correctly, this means that the upcoming manga will cover the same material as the next season of the anime (if and when)?

I find it odd that the encyclopedia doesn't have an entry for the 4th arc's manga adaptation.

Yes-ish. The commemorative illustration that was released alongside the season 3 announcement sorta hinted that they'll also cover arc 6, at least in part. |

The problem with re zero's manga is that English release or even having an English translation is so hard, slow etc.
