Whew, I'm all for mangaka making a living. More power to them, and I'm not familiar with Japanese copyright laws, but I wonder what kind of burden this will place on rental outlets?
I'm kind of glad this isn't happening here in the States.

Actually, I thought with libraries, that was for the most part based on government funding and donations. To the best of my knowledge, authors don't get royalties off each book checked out, since the royalties were made upon the initial purchase of the book.

I was just thinking about libraries. How many "theives" check out books from the library and read it for free rather than pay for a copy of the book at the local bookstore.

But the difference between libraries and rental joints is that libraries don't get their money from people aside from things like late fees. Rental joints are making money off of someone else's work by repeatedly renting it. So I can see how a small fee on each rental would help the artist. I don't mind that actually.

I want to support manga and anime folks. However, anime and manga is VERY expensive to own. If it weren't for renting from Greencine.com, I wouldn't get to see a lot of licensed anime. So rental outlets are a good thing to me. I'm sure it is a similar tale in Japan where manga stores there can be the size of a regular mall bookstore (if not larger)! It costs too much to buy all the manga you want, so rent it and save some ¥¥¥.
