I guess I have a dimmer view of the role of "officialdom" in this story. To me it seems that maybe the government was attempting to do something with this virus. Note that the victims don't loose all their memories.

Question, what would a hard pressed government do if they saw a possible way to turn regular soldiers into soldiers that couldn't die?

Is Stephan King a typo?

In the real or fictional world?

Because I don't see a government in the real world doing something like that without some checks and balances if at all. Even the ones that don't care about human rights.

Read Kieli (YenPress published the novels and the manga) to find out! Laughing (Seriously, read it - it's really good.)

I noticed she was reading The Stand in the anime or at least the "Light Novel" version of it; With little exaggeration, the book should almost be as big as she is.

Ok, maybe a little.

It was a nice touch though I am Legend, a story about the last human among zombie like vampires, would have been the better choice for geek points. Still not as cool if someone was reading Salem's Lot in Shiki as that one would be right on the nose. Even better if a character picked up that book only to throw it out the window. Reference, metaphor and commentary in one action.

Wait. Yeah, it would have been better if she had to use The Stand to brain her zombiefied friend which would not be out of the question with the Stand hardcover.

What with the standby spoiler[vaccine], there is probably a lot of truth in that. Though it could be that the infecting virus was already known to be in the world population, and the world governments were trying to fight it before the virus mutated into a more virulent form.

I could. If you and your family were in danger of being killed by foreign national forces, or a revolution from your own populace, I think you would grasp at any straw available. Worst case scenario from that view point is that you denied your enemies the glory of killing you, and your enemy successors will be the ones that have to deal with the zombie problem.
