Likely due to her voice actress Tomoko Kawakami's death and CLAMP wanting the entire cast and staff back, Rika Sasaki is absent from the new anime. According to TV Tropes, she moved to another school. 

In France, publisher Kana initially announces the acquisition of the series on July 2, 2018, for an upcoming release. However, on April 16, 2020, the company announced difficulties over the cost of producing French dubbing with the original French cast of Sakura, popularized through its 2001 French national broadcast. On November 18, 2020, the distributor declares that while it doesn't plan to do something that will disappoint fans of the French version, Sakura and this sequel are failing to sell to television, where the budget for a dub belongs for the publisher, due to a lack of success with both the public and the channels: "At the moment there are no TV sales for Card Captor Sakura, it's not working, the public is not interested, the TV channels are not interested". On March 11, 2022, Kana Home Video announced Card Captor Sakura - Clear Card Arc for release on May 11, 2022 in a Blu-Ray boxed set with subtitles; the publisher emphasized on its social networks that the absence of a dub was not a choice on their part, and deplored the indifference of TV channels: "No TV channel in France is interested [...] faced with this there were only two options, to do nothing at all (no box set), or to release it with subtitles".
